The Department of Water and Sanitation in Free State and various stakeholders have jointly called on the Water Services Authorities to develop and implement their by-laws that will assist to improve water and sanitation services in their area of operation.
This call was made during a four-day public consultation with various stakeholders on the review of the Strategic Framework for Water and Sanitation Services (SFWSS) in Bloemfontein, Welkom, Bethlehem and Sasolburg from 28 September – 1 October 2026.
The sessions were attended by Water Services Authorities consisting mainly of Local and District municipalities, Department of Cooperative Governance and Traditional Affairs, Vaal Central Water Board, Maluti a Phofung Water, Electoral Commission of South Africa, South African Human Rights Commission, Water and Sanitation Forums and Community Members.
The consultations provided stakeholders and members of the public with an opportunity to engage with officials from the Department on the SFWSS, which seeks to provide a coordinated approach to addressing challenges facing the water and sanitation sector and strengthening the delivery of safe water and dignified sanitation services. The Framework places particular emphasis on improving service delivery, strengthening infrastructure planning and maintenance, promoting effective water resource management, and building the capacity of municipalities and other sector stakeholders.
The first SFWSS was published in 2003 and helped define institutional roles, set service standards and guide investment in the sector. Over the years, however, the water and sanitation sector has evolved and faces new and emerging challenges, including rapid urbanisation, ageing infrastructure, climate-related risks and persistent service delivery gaps, particularly in rural areas and informal settlements.
The public consultation process is particularly important as it provides stakeholders with an opportunity to share their experiences, concerns and recommendations on water and sanitation services.
The inputs received from the public and stakeholders will contribute to strengthening the Framework and ensuring that it responds to the realities and needs of communities.
